Change Order Review

Temporary Inaugural Facility
Washington D.C.

OmniService Construction Consulting performed a forensic analysis on 18 change orders that were submitted to the municipal Client. These change orders represented claims by a general contractor who had constructed temporary facilities for the 2009 Presidential Inauguration. The Client was concerned that due to the accelerated construction schedule, off-hours work, large numbers of RFI's, piece-meal design information, and high profile nature of the Inaugural infrastructure that not all of the change orders were justified.

OmniService performed a thorough review of all submitted change order proposals including the general contractor's take-offs, estimates, labor logs, subcontractor quotations, invoices, and dozens of RFI's and design revisions. The review revealed that mark-ups for overhead and profit, tax, and bond were not applied in accordance with the general contractor's agreement. OmniService found that several of the subcontractors had over-billed Davis Bacon wage rates and over-charged off hours work. In addition, it was also found that several of the change orders lacked sufficient detail and back-up that the Client could go back and request for further analysis.

OmniService developed a detailed checklist for the client with 59 specific issues to challenge in the batch of change orders and led a change order negotiation meeting between the Client and general contractor. The issues OmniService identified represented a 16% reduction in the final value of the change orders paid and a savings to the taxpayers funding the project.

Technical Review

11-Story Office Tower
Phoenix, AZ

A nationwide general contractor needed to bid the exterior enclosure of an 11-story, LEED certified, class A office tower using only Design Development (DD) level drawings. Due to the fast-tracked schedule and long lead time for the custom curtainwall and imported limestone panels, the Client hired OmniService to review and comment on the enclosure design that was not yet fully detailed by the architect.

OmniService discovered that the preliminary DD design for the curtainwall did not take advantage of the inherent strength and continuity of a unitized curtainwall system. OmniService identified specific details that the design team could revise to simplify the number of trades, reduce cost and installation time, and improve watertightness. OmniService provided detailed recommendations on the constructability of parapets, stone spandrels, soffits, curtainwall supports, and integral sunshades. OmniService provided more than 50 recommendations that in aggregate would reduce cost by up to 6%.

In addition to review of the design, OmniService developed a list of design RFI's and Value Engineering suggestions. OmniService reviewed and offered additional items to the written scopes of work used by the Client's estimators to bid the curtainwall and stone cladding. Further, OmniService supported the Client's scope interviews and design review meetings. These additional scope details and interviews helped the Client obtain more complete and accurate bids on the $6.4 million curtainwall package.

Preconstruction Services

Righttime Care Center; Commercial Urgent Care Commercial Urgent Care Medical Center
Gaithersburg, MD

A new general contractor asked OmniService Construction Consulting to lead its bid development for this project just days before the due date. This Client had recently incorporated as a commercial constructor after success in residential construction. The client realized that he did not have the background for reading and interpreting commercial plans and specifications or developing a commercial bid estimate.

OmniService prioritized this Client's needs and performed a detailed review of the drawings, specifications, and architectural renderings. OmniService developed the detailed scopes of work for subcontractor bidders and identified coordination issues for the Client to use in evaluating bid proposals. OmniService researched and provided lists of qualified bidders for the Client to contact. Further, OmniService performed some key quantity take-offs and estimates for architectural trades and developed labor productivity estimates to help the Client bid self-performed portions of work.

OmniService continued to support this Client's bid proposal by reviewing subcontractor bids and identifying follow-up questions to ask the bidders. Detailed services also included writing the clarifications, exclusions, alternates, and value engineering to be submitted with the Client's bid, and ultimately developing the bid proposal form for the client. OmniService provided a valuable service by guiding him through the steps of coordinating subcontractor bids and preparing his first commercial construction bid proposal.

Schematic Budget Estimate

Commercial Townhouse Development
Newark, NJ

The project architect approached OmniService with only 10 pages of schematic drawings for a 28-unit townhouse development. Progress on the project was at a standstill until the team could obtain a preliminary, yet detailed cost estimate. An estimate was required for the developer's meeting with bankers and investors to secure financing commitments. The estimate was also key to the developer's negotiations with the City of Newark to purchase vacant, city-owned lots. An estimate was also necessary for both the marketing team to begin its sales research and promotional materials and for the project architect to select sub-consultants such as the civil and structural engineers.

OmniService developed a detailed cost estimate for the project which included four unit types, various façade materials, and numerous upgrade options for potential buyers using only the schematic design drawings. However, OmniService was also able to estimate the complete site development costs without civil drawings, specifications, or even a soils report. Using satellite images, site assessment reports, and city records, OmniService estimated the costs such as demolition of existing residences, remnants of foundations, abandoned utilities; and removal and remediation of asbestos, diesel fuel, heating oil, and soil contaminated by underground storage tanks. The cost estimate included assumptions for new utility taps, trunks, and branch lines in addition to finish site work such as asphalt paving, curb and gutter, sidewalks, pavers, fencing, and landscaping.

With all of the converging needs for the cost estimate, OmniService developed a complex but flexible cost estimate workbook which enabled the entire team to adjust variables such as labor rates, mark-ups, contingencies, and escalation as well as the mix of unit types and alternate upgrades such as enhanced finishes, premium appliances, expanded kitchens, and alternate floor plans. The entire team benefited from a solid cost baseline and cost tracking tools to manage the further development of the design.
